What does it take to build self-filing capability for drawback?
Self-filing capability rests on four things: clean import and export data, documented internal controls, trained people who own the process, and a system connection capable of transmitting claims and holding the supporting evidence. The controls layer, rather than the software, is where companies usually fall short.

Companies usually underestimate the controls layer. Someone must own claim accuracy, someone independent must review, and both roles need written procedures that survive turnover.
Even where a company builds internal capability, the decision to self-file, and the legal responsibility for what is filed, remains the company's own with professional advice.
What I Check First
- 1.Is the underlying import and export data trustworthy without manual cleanup?
- 2.Who reviews a claim before it is submitted, and are they independent of the preparer?
- 3.Are procedures written down, or held in one person's head?
- 4.What is the plan for verification and audit response?
In practice
Self-filing capability is a staffing and controls question before it is a software question. Where ownership, SOPs and retention are unassigned, the programme does not survive an audit or a resignation.

Educational boundary. Educational only. This explains how the programme works, what records and internal controls it requires, and what a company needs in place to build self-filing capability. It is not customs, legal or tax advice, it is not a filing service, and it is not the work of a licensed customs broker.
